Yeah, I can?t stand them. So last Saturday, after a night waking up at two, three, five and six, when I finally gave up my ambition to sleep at seven, and couldn?t complain about it being hot because a week before I?d written a rant right here about people who complain about it being hot, I set off for an early, shady walk to the park.
And was pretty annoyed to discover a funfair had taken it over. Carousels, rollercoasters, waltzers, megaphones and caravans, 4x4s, cars, lorries, washing lines, ice-cream vans, generators, and all the other detritus required to house a huge funfair and run the lives of those who operate it.
So my cool walk instead involved picking my way around the obstacles Barnet council had clearly decided were lucrative enough to justify shoving local residents (I hate to add tax-paying here, but it is indeed us who pay for the park grass being churned up by rides) into a small enclave with little shade.
Even the kids? playground was enveloped by the funfair ? so good luck to parents hoping to let their sweltering tots run free, for free, in the park. And this was the fourth funfair to take over our park in as many months.
They don?t have many merits: encouraging kids to gamble to win scratchy teddy bears and scoff sugar, and providing an ambrosial environment for pickpockets.
But you can imagine how approval came about at council HQ. Not an especially evil ambition of stopping Londoners from enjoying their open space but a lucrative revenue-raiser for an austerity-struck council.
It?s happening across the capital: last year London?s eight royal parks pocketed ?18.7?million income ? ?5?million more than the previous year ? after filling them with events such as pop concerts and Hyde Park?s awful Winter Wonderland. Not content with squeezing that much more profit out of parks, this summer anyone wanting to visit Hyde Park for a spot of footie or amateur game of rounders will have to spend up to ?30 an hour to do so. The Royal Parks have handed their old footie pitches, where we?d use jumpers as goal posts for a kickabout, over to private company Will to Win.
So as the people behind a campaign against the charges put it, ?a year on from the Olympics which was meant to get the country playing more sport, a private company has been given the job of actively discouraging people from doing so in the heart of London?.
Councils should certainly be imaginative in working out alternative money-making ideas that don?t demand more from residents. But each has thousands of empty buildings ? schools over the long summer holidays, their own offices in the evenings, vacant properties and scout huts and youth centres that aren?t used all the time.? Each of them would be a preferable option to choking up our parks.
Our little local scraps of green ? sometimes the only place that kids whose schools sold off their playgrounds have to run free ? should be run for people, not for profit.

Google has released version 28 of its Chrome browser with a new notification center initially available in the Windows version.

Tech site The Next Web said the notification has been available on Google's Chrome OS for a while, even as Mac users may have to wait for it.
?
?We?ve designed these notifications to be beautiful, useful and engaging,? it quoted Google as saying.?
It said the updated Chrome will allow notifications from apps and extensions to be formatted to display text and images and include actions directly inside the pop-up.
?
The Next Web pointed out this is the first release of Chrome that has Blink instead of WebKit.
?
On the other hand, it said Chrome for Linux already hit version 28 ahead of Windows and Mac, last June 17.

The Next Web said rich notifications may be a game changer since they display content like lists and images, and allow users to act directly on them.

"Furthermore, notifications now live in a center outside the browser, which allows users to receive notifications even when the browser isn?t open," it said.

It added the notification center could be the key to bringing Google Now to the desktop.

"If you?re a developer, you can start building your own rich notifications into your app or extension too. Google has a Notify Test App and documenation for you to peruse over. The Commons Committees on Arms Export Controls (CAEC) revealed that the UK approved more than 3000 arms export licences totalling over ? 12 billion to 27 countries despite their poor human rights records. ?Severe concern? was raised specifically about arms exports to Israel that, at ? 7.8 billion, were worth more than half of the total.

The UK government granted 381 export licenses to Israel for equipment such as: all-wheel drive vehicles with ballistic protection, body armour, military helmets, components for pistols, components for assault rifles, military support vehicles, and small arms ammunition. However, most of the value of UK arms exports to Israel consisted of cryptographic equipment.
John Stanley, the chairman of the Commons Committees on Arms Export Controls (CAEC), commented: "[the] scale of the extant strategic licences to the FCO's 27 countries of human rights concern puts into stark relief the inherent conflict between the government's arms exports and human rights policies." MP Richard Burden, a member of the CAEC, raised further concern about the arms exports and claimed that ?the UK?s human rights policy is being fundamentally undermined by the scale and nature of arms exports licenses being approved by the Government.?
The CAEC chairman John Stanley added that, "?[the] government should apply significantly more cautious judgments when considering arms export licence applications for goods to authoritarian regimes? which might be used to facilitate internal repression? in contravention of the government's stated policy." The UK Government?s policy on arms exports states that: ?We will not issue licences where we judge there is a clear risk that the proposed export might provoke or prolong regional or internal conflicts, or which might be used to facilitate internal repression.?
However, CAEC member Richard Burden ? who is also the Chair of the Britain Palestine All Party Parliamentary Group ? raised specific concerns about UK arms exports to Israel, and questioned the scale of the exports to the country considering that ?[the] UK Government regularly expresses concern about Israel?s breaches of international law and human rights abuses.? He added that the UK Government faces serious questions about its arms exports to Israel.

An extended stand-off between the Reserve Bank of India and investors would raise the prospect of it taking other steps to generate demand for the rupee, such as increasing the level of reserves banks must hold, issuing offshore bonds or even raising policy interest rates.
Bond markets have been in turmoil since the RBI's extraordinary move on Monday to support the rupee by draining cash from the market and pushing up short-term interest rates, and a special bond auction on Thursday fell well short of its target.
Prime Minister Manmohan Singh said the steps were temporary and did not signal a rise in long-term interest rates. However, some economists say the central bank's efforts increase the risk it could have to raise rates even as the economy weakens.
The rupee has given up most of its gains since the RBI's move. On Friday it slipped to 59.83/84, close to its close of 59.89/90 on Monday. It hit a record low of 61.21 on July 8.
The benchmark 10-year bond yield was trading around 8 per cent, nearly 50 basis points higher than before the RBI's action.
"Once the short-term pressures have been contained, as I expect they will be, the Reserve Bank can even consider reversing these measures," Singh said on Friday, even as he conceded the government's

Chicago Public Schools officials announced late Thursday that 2,113 teachers and other employees would be laid off Friday, largely due to a giant pension obligation increase that?s straining the system.
?In fiscal year ?14 we?re facing a historic deficit of $1 billion that is driven primarily by a $400 million increase in our annual teacher pension payments,? said CPS spokesman Becky Carroll. ?Absent pension reform in Springfield, we have very few options available to us to close that gap, and that has resulted in bringing this crisis to the doorsteps of our schools.?
Of those being laid off, 1,077 are support staff and 1,036 are teachers. The laid off teachers represent about 4 percent of last year?s total faculty of 23,290.
?It?s basically a bloodbath,? said Chicago Teachers Union President Karen Lewis. ?There?s just absolutely no interest on the part of the mayor of this city to appropriately fund schools or work with us to get funding from Springfield.?
Lewis suggested the lack of pension progress may be an attempt ?to sabotage the school system so they can hand it over to their privatizing friends.?
The layoffs come about a month after 850 employees were laid off ? 545 of them teachers ? mostly due to the closure of 48 schools.
Carroll said pension payments jumped this year from about $196 million a year to about $600 million because a three-year period of pension relief came to an end.
But Lewis said the district should have been prepared.
?They have known about this for three years, since they got pension relief from Springfield in 2010, and we came to them with a plan to make it so they don?t have to deal with this and they would not even consider the use of bonds or a variety of other ways to take the pension obligation off the books,? said Lewis.
Lewis said the layoffs will include teachers, teacher assistants, clerks, technology coordinators, instructional aides, lunchroom workers and security guards.
Carroll said the majority of teachers to be laid off Friday are not tenured teachers, meaning they have been in classrooms for less than three years.
Principals from the affected schools will begin notifying employees Friday morning.
In a conference call Thursday evening, Carroll repeatedly pointed to simple math that she said left CPS in the red and in need of fresh revenue.
?We?re not going to be able to cut our way out of this crisis because our revenues are flat or declining across the board and our spending obligations continue to rise, including that $400 million pension increase, salaries, health care and other areas,? said Carroll.
?On average in recent years we?ve seen more than 60 percent of our displaced teachers find positions elsewhere in the district,? said Alicia Winckler, who is in charge of human resources for CPS.
Winckler attributed the layoffs of 815 support staff, 398 tenured teachers and 510 non-tenured teachers to budgetary decisions made by principals. School closings account for the layoffs of 68 support staff employees and 194 food staff employees, she said. And changes in school enrollments account for the layoffs of 43 tenured teachers and 85 non-tenured teachers, Winckler said.
Lewis plans to fight the cuts.
?Our next move is to continue to lobby Springfield for the appropriate funding and the appropriate bill that would get CPS do what they have to do,? she said. Lewis also wants an elected school board instead one full of mayoral appointees.
The tumultuous news comes on top of a year of upheaval that has included a teacher strike, the implementation of longer school days, mass school closings, budget cuts and a new school budgeting system that leaves tough decisions of hiring and firing to local school councils comprised of principals, parents, teachers and community members.
The CPS budgeting method was changed this year to allocate a set sum of money to schools for each child enrolled and allowing principals to decide how to spend that money ? whether on more teachers or supplies or programs.
Lewis will meet for her twice-monthly meal with CPS CEO Barbara Byrd-Bennett on the July 26.
Though the two have a good relationship, ?It will be interesting,? Lewis said.
