Google has released version 28 of its Chrome browser with a new notification center initially available in the Windows version.

Tech site The Next Web said the notification has been available on Google's Chrome OS for a while, even as Mac users may have to wait for it.
?
?We?ve designed these notifications to be beautiful, useful and engaging,? it quoted Google as saying.?
It said the updated Chrome will allow notifications from apps and extensions to be formatted to display text and images and include actions directly inside the pop-up.

The Next Web pointed out this is the first release of Chrome that has Blink instead of WebKit.
?
On the other hand, it said Chrome for Linux already hit version 28 ahead of Windows and Mac, last June 17.

Game-changer?

The Next Web said rich notifications may be a game changer since they display content like lists and images, and allow users to act directly on them.
?
"Furthermore, notifications now live in a center outside the browser, which allows users to receive notifications even when the browser isn?t open," it said.
?
It added the notification center could be the key to bringing Google Now to the desktop.

"If you?re a developer, you can start building your own rich notifications into your app or extension too. Google has a Notify Test App and documenation for you to peruse over. The Commons Committees on Arms Export Controls (CAEC) revealed that the UK approved more than 3000 arms export licences totalling over ? 12 billion to 27 countries despite their poor human rights records. ?Severe concern? was raised specifically about arms exports to Israel that, at ? 7.8 billion, were worth more than half of the total.

The UK government granted 381 export licenses to Israel for equipment such as: all-wheel drive vehicles with ballistic protection, body armour, military helmets, components for pistols, components for assault rifles, military support vehicles, and small arms ammunition. However, most of the value of UK arms exports to Israel consisted of cryptographic equipment.
John Stanley, the chairman of the Commons Committees on Arms Export Controls (CAEC), commented: "[the] scale of the extant strategic licences to the FCO's 27 countries of human rights concern puts into stark relief the inherent conflict between the government's arms exports and human rights policies." MP Richard Burden, a member of the CAEC, raised further concern about the arms exports and claimed that ?the UK?s human rights policy is being fundamentally undermined by the scale and nature of arms exports licenses being approved by the Government.?
The CAEC chairman John Stanley added that, "?[the] government should apply significantly more cautious judgments when considering arms export licence applications for goods to authoritarian regimes? which might be used to facilitate internal repression? in contravention of the government's stated policy." The UK Government?s policy on arms exports states that: ?We will not issue licences where we judge there is a clear risk that the proposed export might provoke or prolong regional or internal conflicts, or which might be used to facilitate internal repression.?
However, CAEC member Richard Burden ? who is also the Chair of the Britain Palestine All Party Parliamentary Group ? raised specific concerns about UK arms exports to Israel, and questioned the scale of the exports to the country considering that ?[the] UK Government regularly expresses concern about Israel?s breaches of international law and human rights abuses.? He added that the UK Government faces serious questions about its arms exports to Israel.

An extended stand-off between the Reserve Bank of India and investors would raise the prospect of it taking other steps to generate demand for the rupee, such as increasing the level of reserves banks must hold, issuing offshore bonds or even raising policy interest rates.
Bond markets have been in turmoil since the RBI's extraordinary move on Monday to support the rupee by draining cash from the market and pushing up short-term interest rates, and a special bond auction on Thursday fell well short of its target.
Prime Minister Manmohan Singh said the steps were temporary and did not signal a rise in long-term interest rates. However, some economists say the central bank's efforts increase the risk it could have to raise rates even as the economy weakens.
The rupee has given up most of its gains since the RBI's move. On Friday it slipped to 59.83/84, close to its close of 59.89/90 on Monday. It hit a record low of 61.21 on July 8.
The benchmark 10-year bond yield was trading around 8 per cent, nearly 50 basis points higher than before the RBI's action.
"Once the short-term pressures have been contained, as I expect they will be, the Reserve Bank can even consider reversing these measures," Singh said on Friday, even as he conceded the government's
